Immaculate Kassait, MBS

DATA COMMISSIONER

Immaculate Kassait, MBS, is the Data Commissioner at the Office of The Data Protection Commissioner in Kenya. With over 12 years’ experience in the public sector, managing complex projects in governance, training, compliance, and strategy.

She has made significant contributions to the field of data protection in Kenya, playing a pivotal role as the Chair of the taskforce that developed three sets of regulations that operationalized the Data Protection Act of 2019. Her contribution to the development of the regulatory framework for data protection in Kenya has paved the way for robust data privacy practices in the Country.

Under her leadership, the Office of the Data Protection Commissioner (ODPC) developed its inaugural strategic plan for 2022-2025, which led to the operationalization a fully functional office with regional presence dedicated to regulating the processing of personal data. Her commitment to promoting data protection transcends national boundaries, as she has actively engaged with international organizations in this domain. Currently, she serves as the 1st Vice Chair on the Board of the Network of African Data Protection Authorities (NADPA), positioning Kenya prominently on the Data Protection Map. In addition to her work in data protection, Ms. Kassait is also an Advocate of the High Court of Kenya, of 14 years of standing.

Her extensive legal expertise is complemented by her role as a Building Resource in Democracy Governance and Elections (BRIDGE) facilitator. Her outstanding public service was recognized with the prestigious Moran of the Burning Spear (MBS) Presidential Award in 2017, and in 2023, she was awarded the Vanguard award during 6th Edition of the Nairobi Legal Awards. Ms Kassait continues to engage in philanthropic and mentorship activities as part of her community work

Ms Kassait, holds a Masters in Business Administration from USIU Africa, a post Graduate Diploma in Law from Kenya School of Law, and an Undergraduate Degree in Law from Makerere University

MBS DATA COMMISSIONER

She has extensive experience in Governance, women’s Rights and public service and has played a key role in the establishment of several projects in Kenya and abroad. Prior to her appointment as the Data Commissioner, she worked at the Independent Electoral and Boundaries Commission, where she was incharge of Voter Registration Elections and Operations from 2010-2020. She also served as the Chairperson of the Taskforce on Development of the Data Protection Regulations, 2021. In 2006, she was instrumental in the setting up of the first domestic Observation Programme for the Commonwealth secretariat while working at Institute for Education in Democracy (IED). Ms. Kassait is an advocate of the High Court of Kenya and holds a Bachelor’s Degree from Makerere University, a Post Graduate Diploma from Kenya School of Law and an Executive Global Master in Business Administration from USIU Africa. She is among the two Building Resources in Democracy in Governance and Elections (BRIDGE) accrediting experts in Kenya. In 2021 she was recognised amongst the top 25 Women in Digital, in Kenya and is a member of the Law Society of Kenya, East Africa Law Society and FIDA Kenya.

Mr. Otieno is an Audit and Investigations professional with over 17 years of working experience both in the Private Sector and the Public Sector. Currently he works at the ODPC as the Deputy Data Commissioner – Complaints, Investigations and Enforcement. Oscar holds a Master of Business Administration (MBA) from the University of Nairobi. He is a graduate of Egerton University with a Bachelor of Science in Computer Science. He also has experience in the private sector having worked in the Banking Industry (Standard Chartered Bank and as a Consultant in Performance Improvement in IT Effectiveness at PricewaterhouseCoopers (PwC – Kenya). He is a Certified Information Systems Auditor (CISA) and a Microsoft Certified Systems Engineer (MCSE). In the Public Sector, he worked as a Forensic Investigator with Ethics and Anti-Corruption Commission (EACC) and later as a Manager of Internal Investigations within the Strategic & Intelligence Operations Department of Kenya Revenue Authority (KRA).

Ms. Mosero, HSC, is the Deputy Data Commissioner, Compliance and Registration at the Office of the Data Protection Commissioner. Prior to assuming this role, she worked with the Office as a Legal, Policy and Regulatory Advisor and Data Protection Expert after being seconded from the Ministry of ICT, Innovation and Youth Affairs (Kenya). At the Ministry of ICT, Innovation and Youth Affairs (Kenya), she served as a Legal, Policy and Regulatory Advisor to the Office of the Cabinet Secretary. Ms Mosero served as a member of the Taskforce which developed the Data Protection Regulations for Kenya and was involved, in her advisory capacity, in the development of the Kenyan Data Protection Act, 2019. She is a dually registered lawyer having been admitted as an Australian Legal Practitioner and an Advocate of the High Court of Kenya. She has more than eight years of legal experience. Rose is a Certified Information Privacy Professional (CIPP) and Certified Information Privacy Manager (CIPM) from the International Association of Privacy Professionals where she sits on the Advisory Board. She is also a Fellow of Information Privacy having been conferred that designation by the International Association of Privacy Professionals in recognition of her expertise in the field of Privacy and Data Protection.

Mr. Musyoki has over 14 years’ experience in corporate services having worked in various organizations including NEMA, Nursing Council of Kenya, British High Commission, Micro and Small Enterprise Authority prior to joining the ODPC on 16th June 2022 as a Deputy Data Commissioner, Corporate Services He holds a Master of Business Administration (finance) and Bachelor of Commerce (finance) both from the University of Nairobi and is a Certified Public Accountant of Kenya and a member of ICPAK. He is well skilled in Senior Management, Financial Planning and Modelling, Corporate Governance and Project Management among others. At ODPC, Festus is charged with overseeing finance, human resources, administration and corporate communication divisions of the Office

INTERNAL AUDITOR

Mr. Dambala a Certified Public Accountant has over 13 years of work experience in various organizations. He has worked in Cooperative bank of Kenya, Goal-Ireland and County government of Marsabit. He has Bachelor of Commerce degree Finance Option from University of Nairobi and Master of Business Administration (MBA) from Kenya Methodist University. He has also undertaken Senior Management Course and Strategic and Leadership development Course from Kenya School of Government. He is a member of Institute of Certified Public Accountants of Kenya and Institute of Internal Auditors.

Augustus Munywoki

RESEARCH & STRATEGY

Mr. Munywoki is an Economist with over Seventeen years of working experience in the Public Sector. Prior to his appointment as Assistant Data Commissioner – Research and Strategy, Mr Munywoki was an Economist at the Ministry of ICT, Innovation and Youth Affairs. He has a Bachelors’ Degree in Economics from the University of Nairobi and is a finalist in Masters of Economics from the same University. He also has certificate in Project Management, senior management, Monitoring and Evaluation, Performance Management, Fiscal decentralization and Budgeting.

Susan Waweru

Susan Waweru is a versatile legal and policy practitioner with over 10 years of legal management experience in the public and private sectors. Her areas of expertise lie in Complex Contract Management, Legislative Drafting, Legal Advisory, Corporate Governance, Public Policy Management, and Board Management. Susan is a scholarly and erudite person, having successfully completed a Master’s Degree in Public Policy & Management, an MBA in Strategic Management & Entrepreneurship, a Postgraduate Diploma in Law, and a Bachelor of Law (LL. B). She is a member of various professional bodies such as the Institute of Certified Secretaries (ICS), the Chartered Institute of Arbitrators (MCIArb), the East Africa Law Society (EALS), and the Law Society of Kenya (LSK). Continuous professional development is one of Susan’s core values. She has gone through various programs, such as those under New York University, the Eastern and Southern Africa Management Institute in South Africa, and the Kenya School of Government, which have complemented her work in the public sector.

Amos Kiptoo Kosgei, is the Head of ICT at the Office of Data Protection Commissioner, Kenya. He is responsible for the ICT Strategies & Policies, oversight of automation, and provision of advisory services on ICT matters to the office. Prior to Joining the commission, Amos worked at Central Bank of Kenya where he played a key role in automation, cyber security, information systems & infrastructure assessment, and provided ICT advisory to the Bank. He has cumulative experience of 7 years working in public service. Amos has a Master’s Degree in Information Technology Management from the University of Nairobi and a BSc Computer Science from Chuka University. He is a Certified Information Systems Auditor (CISA), Certified Huawei Networks Associate (HCNA), and a Certified IBM Security Intelligence Analyst. He also has management and technical qualifications which include expertise in IT Governance & management, leadership & innovation, IT Risks Management and project management. He is a member Information Systems Audit and Control Association (ISACA)

Andrew Kiarie is the Head of the Supply Chain Management at the Office of the Data Protection Commissioner. He is a Supply Chain Practitioner with 13 years’ experience in Supply Chain Management and holds a Master of Business Administration degree and Bachelor of Arts degree (Economics) from the University of Nairobi. Andrew is also a member of the Kenya Institute of Supplies Management (KISM) and Chartered Institute of Procurement and Supply (CIPS). Andrew’s experience has been accumulated through his interactions and engagement with the public sector, private sector and donor funded Programs and more specifically he has worked in the Upstream Segment of the Oil & Gas Industry, the Healthcare Industry and Education Industry.

John Lokwawi is an Information Security Professional with over 15 years of working experience in both Public and Private Sector. He is in charge of Registration Division where he oversees registration of data processors and controllers. Before joining the Commission, he worked for the Immigration Department, Ethics and Anti-Corruption Commission (EACC) and I&M Bank carrying out various tasks that included systems examinations, risk assessments, advisories, digital forensics among others.
John has a Bachelor of Science degree in Telecommunications and Information Technology from Kenyatta University and a Master of Science in Information Security from Royal Holloway, University of London. He has done several other trainings on cybersecurity, Monitoring and Evaluation, Data Protection, Senior Management, Data Analytics, and Systems Audit.

Rebecca Mayeku

COMPLIANCE

Mayeku is the Assistant Data Commissioner – Inspections & Compliance and an Advocate of the High Court of Kenya with over 10 years working experience.
Prior to her appointment, she worked as a State Prosecution Counsel for over 8 years at the Office of Director of Public Prosecutions (ODPP-Kenya) where she served in several court stations within Kenya. She has served as a member of the ODPP’s Child Justice Unit and representative of ODPP to the Children Court Users’ Committee, Eldama Ravine law courts between 2020 and 2022.
She has a Bachelors’ Degree in Law from Moi University and a post-graduate Diploma in Law from Kenya School of Law. She also has undergone trainings in Senior Management, ISMS Lead Audit Course, Data Protection Training from Data Protection Academy and Strathmore University.

Ms. Ngugi has over 10 years’ experience in human resource and administration having worked in various organizations including Strathmore University and Agricultural Society of Kenya prior to joining the ODPC in July 2022 as Senior Principal Human Resource and Administration Officer. She holds a MSc. Human Resource Management from Jomo Kenyatta University of Agriculture and Technology and Bachelor of Science from Moi University. She also holds a Higher Diploma in Human Resource Management and is a member of IHRM and KIM. She has undertaken Senior Management Course at Kenya School of Government.

Dalton Mbondo

CORPORATE COMMUNICATION

Dalton Mbondo is the Head of Corporate Communication Division at the Office of the Data Protection Commissioner. A seasoned communications professional with over 13 years of experience in both Public & private sector, holds a Masters of Arts in Communication Degree from Daystar University and a Bachelors of Arts ( Education) from Catholic University of Eastern Africa.
He is a Member of Public Relations Society of Kenya, (PRSK), Media Council of Kenya, (MCK) and Chartered Institute of Public Relations, (CiPR). In keeping with his passion to lead change through high performing teams, Dalton is a digital communication enthusiast who believes in working with others to tap into every team member’s potential to achieve growth and results.

Bridgitte Ndong

ENFORCEMENT

Bridgitte is the Assistant Data Commissioner – Enforcement heading the Enforcement Division at the Office of the Data Protection Commissioner. She has over 10 years’ experience as a lawyer in both public and private practice, specializing in legal advisory and strategy, regulatory compliance and data protection and privacy. She has been involved in litigation on various public interest matters at the High Court, Court of Appeal and the Supreme Court of Kenya.
She holds a Bachelors Degree in Law from the University of Nairobi, a Post-graduate Diploma from the Kenya School of Law and a Masters in Law (LLM) in Information Technology and Telecommunications Law from the University of Strathclyde, Scotland. Bridgitte is a Certified Information Privacy Professional (CIPP), a OneTrust Fellow of Privacy Technology and holds a Certificate in EU GDPR from the International Board for IT Governance Qualifications. She is a Certified Professional Mediator and a member of the International Association of Privacy Professionals (IAPP), the Law Society of Kenya and the East African Law Society.
